What the notice says
A national product safety commission published a recall of attic stairway ladders, covering more than a million units, on the ground of a fall hazard capable of causing serious injury or death. The remedy is a repair kit or a replacement part depending on the model. The notice names the models and the window.

How the notice was applied
Three ladders were found in one building. Two matched the model range and fell inside the window, and a repair kit was ordered for each. The third matched the model range and was installed after the window closed, so no remedy was available and none was claimed. All three outcomes were recorded with the notice number and the date the notice was read.
The third ladder is the case that matters. A notice with a closed window does not stop being a record, and a building file that says “in scope, no remedy available, reason recorded” is a complete record. A file that says nothing is not.
What the notice does not decide
The notice does not decide whether the ladder installation complies with anything. An attic ladder is a stairway for the purposes of a workplace rule when it serves regular and routine travel, and a domestic ladder serving occasional access is a different case. Those questions are answered by the flight sheet, not by the recall.
The date this bulletin rots
This bulletin carries a rot flag because the remedy window on the notice will close. The reading of the four fields stays valid; the availability of the remedy does not. When the window closes, the bulletin is updated rather than replaced, and the date at the top moves.
